The eye witness was held culpable of being an accomplice to the robbery.However,when accosted by policemen,the nomadic man declaimed that he was only walking by the shop at that time,and did not want to interfere with anything as he was afraid that the robber would seek revenge on him.The policemen then told him that the truth was that he saw the robbery happening but did not report it to the police.Luckily,there were police patrolling the area and they managed to nab the robber before he escaped.Till today,whether or not a passer-by who witnessed a crime but did not report to the police should be charged,is controversial.
